UP ITI Upgrade 2026: PM-SETU Starts in 8 UP Cities

Industrial Training Institutes in eight major cities of Uttar Pradesh are set for a significant change under the PM-SETU scheme. The aim is simple: ITI training should match the skills that industries actually need, rather than remaining limited to classroom instruction and certificates.

According to an official Uttar Pradesh Government update dated 23 September 2026, the state has started the process of bringing industry partners into Government ITI clusters in Kanpur, Muzaffarnagar, Meerut, Lucknow, Gorakhpur, Varanasi, Prayagraj and Agra.

For ITI students and young job seekers, this matters because the proposed model connects training more closely with real workplaces, modern equipment and local employment demand.

What Is Changing in UP Government ITIs?

Under PM-SETU, industries are expected to participate directly in improving ITI training. The Uttar Pradesh Government says the model will involve industry partners in areas such as:

  • updating training standards and courses according to industry requirements;
  • introducing modern machines, equipment and technology;
  • improving the quality of training;
  • training instructors;
  • apprenticeships and on-the-job training; and

Which 8 UP Cities Are Included?

The first-phase clusters mentioned by the Uttar Pradesh Government are:

The state has begun the process of identifying Anchor Industry Partners for these clusters. These partners are expected to work with the government on training standards, curriculum, infrastructure and industry exposure according to local skill requirements.

PM-SETU stands for Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs.

At the national level, the scheme provides for the upgradation of 1,000 Government ITIs — 200 Hub ITIs and 800 Spoke ITIs. The Government of India says the programme is designed to introduce modern labs, machinery, digital learning and industry-aligned training while strengthening links between ITIs and employers.

The overall approved outlay is ₹60,000 crore, comprising ₹30,000 crore from the Centre, ₹20,000 crore from states and ₹10,000 crore as the industry share. The programme is planned for implementation over five years.

For students, the most meaningful change could be greater exposure to the type of machines, processes and skills used by employers.
